Ms. Tran Lan Phuong, Standing Vice President of the Vietnam Women\u2019s Union and a member of the 16th National Assembly, led the delegation.<\/em><\/figcaption><\/figure>\n<p>During a working visit to Switzerland and the Czech Republic, a delegation from the Vietnam Women\u2019s Union (VWU) and Tinh Thuong Microfinance Institution (TYM), led by Ms. Tran Lan Phuong, Standing Vice President of the VWU and a member of the 16th National Assembly, met with the International Labour Organization (ILO) in Geneva, Switzerland. Discussions focused on advancing gender equality and women\u2019s economic empowerment, and on linking financial inclusion with decent work and social protection, particularly for low-income women and workers in the informal economy.<\/p>\n<p>Participants from the Vietnamese delegation included Ms. Nguyen Thi Minh Thuong, Chairwoman of TYM\u2019s Board of Directors; Mr. Phung Dinh Kien, Deputy General Director of TYM; and Mr. Nguyen Hung Son, First Secretary of the Permanent Mission of Viet Nam to the United Nations in Geneva.<\/p>\n<p>The delegation was received by Ms. Shahra Razavi, Director of the Social Protection Department, and Ms. Chidi King, Chief of the Gender, Equality, Diversity and Inclusion Branch of the ILO.<\/p>\n<p>At the meeting, Ms. Tran Lan Phuong affirmed that the Party and State of Viet Nam consistently attach importance to advancing gender equality and enabling women to realize their roles, potential and creativity, access resources and participate more fully in the country\u2019s development. Supporting women\u2019s economic development, strengthening their autonomy and improving their quality of life are key priorities, particularly for low-income women, rural women, ethnic minority women and groups that continue to face significant barriers to development opportunities.<\/p>\n<p>This commitment has been translated into practical policies and support programmes. The Prime Minister approved and assigned the VWU to lead implementation of the Project \u201cSupporting Women\u2019s Entrepreneurship for the 2026\u20132035 Period\u201d under Decision No. 2415\/QD-TTg dated 31 October 2025 and the Project \u201cSupporting Cooperatives with Women Participating in Management and Creating Employment for Female Workers through 2030\u201d under Decision No. 01\/QD-TTg dated 3 January 2023. The two projects provide a basis for the Union to coordinate with ministries, sectors and local authorities to mobilize resources, support women entrepreneurs, strengthen management capacity, develop the cooperative economy and expand employment opportunities for women.<\/p>\n<p>The Government\u2019s assignment of these projects to the VWU reflects confidence in the Union\u2019s role and capacity to bring women together and accompany them, while also requiring support activities to deliver tangible improvements in women\u2019s livelihoods, income and status. From helping women start businesses to supporting the development of enterprises and cooperatives, the overarching objective is to enable women to take an active role in economic activity, strengthen their competitiveness and contribute to community development.<\/p>\n<p>With its mandate to represent women and protect their lawful and legitimate rights and interests, the VWU serves as an important link between policy and everyday life. Through grassroots support activities, the Union identifies women\u2019s needs and the barriers they face, providing a basis for policy proposals, monitoring and social feedback. This also helps international cooperation programmes remain grounded in practical needs and prioritize groups of women with limited resources and access to services.<\/p>\n<p>The delegation also shared TYM\u2019s experience as a microfinance institution established by the VWU with a focus on low-income women and vulnerable groups. In addition to credit and savings services, TYM provides non-financial activities to strengthen knowledge and skills and support livelihoods. This combination helps women use capital more effectively, develop production and business activities, gradually build assets and strengthen their economic autonomy. TYM\u2019s model is a practical approach to bringing financial services closer to women while combining access to resources with capacity building for beneficiaries.<\/p>\n<p>A key area of discussion was how solutions supporting women\u2019s economic development can be linked with expanded employment opportunities and social protection. For self-employed women, workers in the informal economy, household businesses and women-owned micro, small and medium-sized enterprises, access to finance needs to be accompanied by financial knowledge, business skills, market access and mechanisms that protect against risks. This approach focuses on the quality and sustainability of livelihoods, helping women earn better incomes, sustain their economic activities and reduce the risk of falling back into hardship when shocks occur.<\/p>\n<p>The two sides also discussed how to integrate gender equality meaningfully into livelihood and economic development programmes. The effectiveness of support should be assessed through changes in women\u2019s access to resources, decision-making power and development opportunities. Linking economic empowerment with social protection can provide a stronger foundation for women to work, produce and do business with greater security and resilience to life\u2019s risks.<\/p>\n<p>ILO representatives highly appreciated the VWU\u2019s role in advancing gender equality and supporting women, particularly its ability to connect policies and support programmes with practical needs at community level. Both sides shared an interest in enabling women to participate more effectively in economic activities, increase their income and autonomy, and strengthen their resilience to socio-economic change.<\/p>\n<p>Building on areas of shared interest, the two sides discussed opportunities to continue exchanging experience, connecting experts, providing training and capacity building, and exploring appropriate technical assistance initiatives. Potential areas include supporting low-income women, women entrepreneurs and women-owned businesses to develop sustainably, while linking financial inclusion, gender equality and social protection in the design and implementation of support activities.<\/p>\n<p>The meeting strengthened connections among the VWU, TYM and the ILO and laid the groundwork for further developing areas of cooperation that reflect the needs of Vietnamese women and the strengths of each party.
