TYM OPENS SOUTHWEST HANOI BRANCH

On 10 August 2026 in Ha Dong Ward, Tinh Thuong Microfinance Institution (TYM) officially opened its Southwest Hanoi Branch following approval from the State Bank of Vietnam under Official Letter No. 10595/NHNN-QLGS dated 1 December 2025 on TYM’s eligibility to establish a domestic branch, and Decision No. 651/QD-TYM on the opening of the Southwest Hanoi Branch. The new branch reflects TYM’s commitment to the goal of “expanding access, enhancing client experience and protecting clients”, one of the core objectives of TYM’s Development Strategy for 2026–2030, with a vision to 2035.

Attending the ceremony were Mr. Tran Quoc Hung, Deputy Director of the State Bank of Vietnam Region 1 Branch; Ms. Pham Thi Thanh Huong, Member of the Central Executive Committee of the Vietnam Women’s Union and Standing Vice President of the Hanoi Women’s Union; Ms. Nguyen Thi Hao, Director of the Hanoi Vocational Education and Women’s Development Support Center; and representatives of Party committees, local authorities, the Viet Nam Fatherland Front and socio-political organizations from six wards in the area. TYM was represented by Ms. Pham Thi Thuy Linh, Member of the Central Executive Committee of the Vietnam Women’s Union, Member of TYM’s Board of Directors and General Director; Ms. Duong Thi Hai Yen, Member of TYM’s Board of Directors; representatives of Head Office units; management teams from the Soc Son and Me Linh branches; and branch staff.

At the ceremony, Ms. Pham Thi Thuy Linh said that empowering women, strengthening their economic capacity, supporting women’s entrepreneurship and livelihood development, applying science and technology, advancing digital transformation and improving the quality of life of women and their families remain key priorities identified by the 14th National Women’s Congress for the 2026–2031 term.

Originally established as a project of the Central Vietnam Women’s Union, TYM has developed into a licensed microfinance institution operating in 10 provinces and cities and serving around 230,000 clients, primarily poor, near-poor and low-income women. Its outstanding loan portfolio exceeds VND 3.5 trillion and savings balances are close to VND 2.8 trillion. Over more than 34 years of operation, TYM has not only progressively demonstrated financial effectiveness but also created sustainable social value through its loans, savings services and programmes accompanying women.

TYM began operating in Hanoi in 1992 in Soc Son. It has since developed a network of three branches and three transaction offices, serving 13,819 clients, with outstanding loans of more than VND 232 billion, savings balances of more than VND 208 billion and a portfolio-at-risk ratio of 0%.

The opening of the Southwest Hanoi Branch further advances TYM’s direction of expanding access to microfinance services for women members in Hanoi. The branch builds on the operational foundation of TYM’s Me Linh Branch in six communes and wards and will continue expanding into nearby areas, enabling TYM to serve members and women more conveniently, locally and effectively in its new stage of development.

According to TYM General Director Pham Thi Thuy Linh, each new branch is not only an operational unit but also a place to spread financial knowledge, foster a savings culture, support livelihood development and strengthen household financial management skills. It also serves as a bridge enabling Women’s Union organizations at all levels to provide more practical support to their members. Going forward, the Southwest Hanoi Branch will provide financial products suited to local needs; advance digital transformation and cashless payments; strengthen financial education and risk management; and integrate capacity-building, livelihood development, environmental protection and climate change adaptation programmes.

Commenting on the opening of the Southwest Hanoi Branch, Mr. Tran Quoc Hung, Deputy Director of the State Bank of Vietnam Region 1 Branch, said the new branch would contribute to financial inclusion by enabling people, particularly women and low-income households, to access formal, safe sources of finance suited to their economic development needs.

According to Mr. Tran Quoc Hung, TYM’s activities provide women not only with access to finance but also with stronger management and household financial management capabilities, helping them use capital effectively and reduce risks associated with informal credit. TYM’s results in Hanoi have helped many women and low-income households improve their lives while contributing to poverty reduction, social security and efforts to curb usurious lending in local communities.

Representing the local authorities, Ms. Nguyen Thi Van Anh, Member of the Standing Committee of the Party Committee and Chairwoman of the Viet Nam Fatherland Front Committee of Ha Dong Ward, said TYM had opened a safe, transparent and socially responsible financial channel that helps women mobilize resources, invest confidently in production and business, create jobs and improve their livelihoods through legitimate economic activity. Access to formal finance also helps protect local people from the risks of informal credit.

To support the stable and effective operation of the Southwest Hanoi Branch, the Ha Dong Ward authorities committed to accompanying the branch and facilitating legal, security and public-order conditions. The ward will also direct its Women’s Union to coordinate with the branch in communications, identifying members’ borrowing needs, and establishing and maintaining effective loan groups that operate for their intended purposes.

To mark the opening, TYM presented 10 gifts to members and families facing difficult circumstances in the area, reflecting its commitment to supporting women and communities through practical action.

Building on more than 34 years of development, and with the support of leaders at all levels, coordination from Party committees, local authorities, departments and agencies, Women’s Union organizations, and the trust of clients, the Southwest Hanoi Branch is expected to operate safely, efficiently and sustainably, become a trusted source of support for women and local residents, and contribute positively to financial inclusion and the capital’s socio-economic development.
